I love GL but always thought the whole "his powers dont work on anything yellow" thing. The color green is made of yellow for cripe's sake....

I would use Hal Jordan for the GL,

I would make him look like this, his civilian clothes, only with a Green flannel shirt.
Hal Jordan would already have been a Green Lantern for some time now, a veteran.
To keep him usable for the show I would have him go to Earth on an undercover mission. He has to keep a low profile,
so there would be no costume shown. He only wears his civilian clothes, but his shirt is green flannel and perhaps once shimmers green.
We also see his ring on his hand at all times.
His mission could be to track down an alien that escaped to Earth.
(The undercover angle would keep the cost low and keep the costume out of the picture which would keep the believability in check.)
He is about 10 years older than Clark. And he has green eyes, contacts even, and maybe they even glow green in the right light.
Hal is keeping a low profile either because Earth isn't ready to know about aliens and the GL Corps or because he has to sneak up on the alien.
But because he is he barely uses his ring and only for little things. So that means no giant over the top Green energy constructs. Minimal Use of his ring while undercover on Earth.
At most little Green energy handcuffs, using it like a laser to cut or shoot something, maybe even a green energy hologram. It also talks to him like a computer.
Perhaps this is how he runs into Clark, his ring scans for alien life and finds a Kryptonian. There could even be a short scene where they fight, or not.
Like all Smallville guest stars, he would impart wisdom on Clark.
His wisdom could be about protecting mankind even though they don't even know about it happening, or about aliens and how mankind would react, or perhaps being a hero. Maybe he talks to him about what Hal knows about Krypton and Kryptonians. In turn Clark inspires Hal too.
There is a brief scene where Hal's ring is out of juice and he has to say the Oath, and a scene where his ring wont work against yellow.
(Maybe Hal needs to stay at the Kent farm or something for a while for some reason.)
In the end Clark helps Hal capture the alien criminal. Hal and his prisoner glow green and shoot off into space like a comet.
Thats how I would do it.
You know if he comes to Smallville, they will screw it up and say the ring is Kryptonite powered.

I think that's better I wanted Bart to be around though and hang around with Hal and the relationship between Hal and Ollie is similar to the Hard-Traveling Heroes 1970's storyline and Batman and Hal's ASBR relationship, Hal and Bart's relationship similar to silver age Barry and Hal and Flash/Green Lantern: The Brave and the Bold. It's a dream but I like it.They would probably not want much older hero on the scene the gl would either be around ollie's age or clark's age.

That sounds like a really good idea but I wanted Oliver and Bart in their and either him join the Proto League or possibly give a hint that he might Join the League next time he's on earth. Mabye Hal should be early in his career and in His early-mid 20s.Sounds like we have an episode, or even a small story arc, Idea here.
Hal comes to Earth, possibly sent because of all the sudden alien activity in his Sector originating from earth.
While there he meets Clark, and maybe even Jonn. While there he must stay undercover, limiting the use of his ring. But he does mention to Clark about the GL Corps and its Guardians and the other members. Maybe even mentions some info about Krypton that we never knew before (and maybe gives some insite into Mars as well).
While there he sort of acts as a father figure (or perhaps an older brother) and guides Clark closer to being a hero, not a super hero, just a hero (since he is a space cop maybe he stears Clark towards using his powers in serving Mankind and helping Earth be a better place.)
He maybe sticks around a little longer, a few episodes.
During his time in Smallville, and a quick trip to Metropolis or Coast City, we see GL use his ring for such things as hancuffs, a shield, and as a laser blaster, and even holograms.
But we also see Hal's ring run up against yellow, loose its power and have to be recharged with the oath, and even have to be used by Clark while Hal is incompasitated. (While using the ring there can be a brief few seconds where Clark has on the GL costume in the style of the JLA costumes from previous episodes. Giving the excuse that Clark created the costume using costumes he was farmiliar with. And it quickly can dissapear into Clark's regular clothes only instead of Blue and Red he is reading Green and Black.)
Clark and Hal, and maybe sometimes Jonn, run up against some aliens. Hal can say that he has been ordered to stay on Earth with Clark until further notice. And afterr a few episodes, or maybe even one, Hal gets a holographic message (perhaps from John Stewart or a Guardian) that its time to leave.
Maybe its a rough outline, or maybe its just some ideas.
But here they are.
You know if he comes to Smallville, they will screw it up and say the ring is Kryptonite powered.
I quote Homer: 'It's funny because it's true'
