-You need to be more specific on what ancient civilization and what time. As far as I know most ancient civilizations would consider it a divine and holy practice that would bring them closer to God (it was mainly for the singers and priests)

Yep, a pedophile. As for Tortuga, while it did have a high traffic of pirates due to the fact that it was pretty much in the center of the carribean and the French were not very strong, Port Royale actively encouraged piracy.
