He is, and even if he wasn't, he had said that he would definitely return if Nolan was directing. I think it's safe to expect the core cast to return (Bale, Oldman, Caine and Freeman)

By early summer, Nolan and crew will be winding down on Inception. And then there's location scouting, set-building, etc etc. Will probably be months after Inception is finalized until they got to shooting, depending on if Chris wants to take a vacation afterwards like he did after TDK.

TDK shot during summer of 2007, then post-production took almost a year to do. I think that's a good timeline to follow. I don't think we'd be getting BB3 until 2012 at the earliest.
