Is Mister Sinister in X-Men Origins: Wolverine?

In the guise of Dr. Robert Windsor, Mister Sinister was part of the Weapon X Program.

I always pictured Ralph Fiennes as a perfect Mister Sinister. Not only is he a damn good actor, but he is actually from England!

Anyways, with all of the subterfuge behind Christian Clark's role in the upcoming X-Men Origins: Wolverine film, wouldn't that point to him quite possibly taking on the role of Dr. Robert Windsor/Mister Sinister?
