The key to a good Punisher series is to have interesting supporting characters that he can interact with to whatever degree, and who can react to him. You also need to meticulously set up villains so disgusting and despicable that the audience will be rooting for punishment.
I almost see a Punisher movie/solo series as an evolution of slasher films. Everyone who likes that sub-genre knows you're there to see the killer kill and the teens in the cabin or what have you are just there to facilitate that. Well, with the Punisher, the unstoppable killing machine actually IS the protagonist, and we can root for him because he's taking out the very worst human garbage.
