It wasn't a flaw. It is an entirely likely scenario. Grundy lives in the sewers, and he managed to stumble onto a cave, that was a former base of operations for Green Arrow. In Superman/Batman #2, Superman and Batman took a sewer tunnel to find their way to the batcave. how come you aren't on a tyraid about that? You know why? Because it isn't far fetched for a sewer line to lead to

A)Caves
B)Bodies of water
