On the Helicarrier they thought under two dozen armed agents would be enough to bring down Captain America,... and got pwned.

They had an army for Luke cage,... and still got owned after Steve, Danny, and Wilson showed up to interrupt the running fight the second time they knocked cage down,...

I expect Shield will just call on the Thunderbolts next time.
