I don't think he was that cartoony in Echo, certainly not to the degree he was in Hawkeye, but his relationship with Maya, that came out of nowhere in these two shows, was very poorly written, as was the rest of the show, and it had an effect on Fisk's character as well. Also the fact that he was shot in the head and there was barely an explanation on how he was alive, didn't help take him that seriously either. Between that and him ripping out doors with his bare hands, he's certainly not as grounded as he was in the Netflix shows and therefore he's less menacing.
