That the Avengers Initiative was actually an outgrowth of the Invaders Project from WW2, and was crafted and implemented once in the 1987 event by Hank Pym, Janet VanDyne, and Jack Monroe (Nomad), the latter being the government connection as the acting CO of the remnants of the 107th. They disbanded when the action cost the lives of Janet Van Dyne and the Red Guardian during the missile stopping event.
