It looks like an audio clip of the jokers laugh(maybe sent from the joker to gordon) whatever it is on his screen, when gordon clicks on it, it starts to scroll to the right very much like how an audio clip plays, and then you hear the jokers laugh. That's my theory anyways.

I think Joker's going to kill a cop, take his phone, record that message you see in the beginning and send it to Gordon and other cops, who then give it to the Press to see if anyone can ID him...

Same thing as Rachel and Bruce the clip of the Joker making his demand. He's probably just finished watching it.

it would example while in the casting script Gordon is trying to arrest Batman. Because the Joker is making these threats and City Hall say bringing him in may be the only way to stop the Joker.

We also see Batman fighting the SWAT team in the TV Spot. I think he's going to end up like Batman in Returns fighting the cops as much as the bad guys.

to be fair the joker has used the media to make announcements since his very first appearence. there are bound to be similarities between two movies with the same lead characters after all.
