It looks like an audio clip of the jokers laugh(maybe sent from the joker to gordon) whatever it is on his screen, when gordon clicks on it, it starts to scroll to the right very much like how an audio clip plays, and then you hear the jokers laugh. That's my theory anyways.

I agrere with this theory. That's what I thought when I first saw it. I was like Oh snap! That sounds exactly like my ringtone.
