Absolutely. Both Norman and Peter use their alter egos as a means of emotional release. Peter gets to be the funny quipster as Spider-Man, and Norman gets to indulge his darker nature as the Green Goblin.
That was something I thought of as well. Norman Osborn uses the physical disguise of the Green Goblin to be who he really is anonymously, just as Peter Parker lets loose with his smart-ass nature behind the mask of Spider-Man.
