I think this is where they're going. The red tape that will inevitably follow the SHRA is gonna be the downfall of the pro-reg side. Once something is controlled by the government it gets all screwed up.
You'll have hero's who could do something about Hulk arrested for acting out of order. Hell, maybe it'll take a week to decide what team in the initiative is "allowed" to fight the Hulk and his allies. Hero's/Teams will be punished for collateral damage (more than likely caused by the Hulk himself). It'll be like the FBI and CIA cluster**** that happened pre-911. RED TAPE. This will lead to something completely crazy and pre-climatic happening that is entirely the fault of the SHRA and again, it's illogical red tape.
Tony goes to Steve for help. They both agree to throw the SHRA away to join forces and take out the threat old school style.
SHRA act finished. Pro-Registration superheroes are history.
