Questions about the Initiative and SHRA

This post was inspired by an Invaders story in which our heroes get liasion officers( one British , the other American) for the duration of WWII.

Now that marvel heroes have been effectively federalized by the SHRA and there is to be a superhero team in every state of the Union( who'd want to be a hero in Indiana or Tennessee?) , will they each get a federal liasion officer(s). Sounds like a odd time to expand federal officialdom at a time when the US( and the world at large ) is hip deep in the biggest recession since the 1930s Great Depression!

The SHRA and the Intitiative were set up before the economy went into the crapper. And in the Marvel Universe, the Skrulls and their invasion were the ones who did the most damage to the economy.
