Because if he kept popping out in "Scarecrow mode" every 2 seconds, he'd simply not make the same impact. It's like horror movies, where the monster hides in the shadows and is only revealed a few times- it gives those limited scenes much more impact and heightens tension (I would cite Jaws). Scarecrow in this respect, hid in the shadows and built tension while Crane and came out in full force a handful of times as the Scarecrow and believe me, as with most, those appearances stayed in my mind long after the movie ended. One of the reasons for this was probably because there were so few. Nolan's a smart guy- I'm pretty sure he gave Scarecrow limited screentime for a reason
