Okay, please don't throw rocks at me for posting this. The only reason I'm giving this it's own thread is because I heard almost the same thing from somebody else who is definitely not the same person who posted this (there are also some differences in the storyline.)
Given the massive differences between wording and such, I think this could be true. The first guy who posted a summary of the scriptment shared additional details not mentioned by this person, so if you wanna hear them, I'll tell you what I remember. His was more detailed. IF it's true.

He also claimed this information was sent to AICN and rejected. He went to IMDB and vented and shared some details. This was several months after the above posts.
Yes, IMDB is the definition of unreliable and I didn't think anything of it until...well, I found that post. QTN basically posted similar (not the same) info on IMDB but with more detail and some omissions (like a Dent description) and a glaring contradiction.

Somehow, the son of a ***** got his hands on a floating preliminary SCRIPT TREATMENT for the upcoming BATMAN sequel that Nolan and gang will make for 2008.
Sure its only 4 pages, but I'll share he described to me. It's nothing substantial, but thanks would be appreciated to Mr. Anderson busting his balls in getting us fans some good info.
Alright, what did Troy describe to me?
*Katie Holmes' character is ABSENT from the treatment. In other words, Mrs. Tom Cruise aint coming back. No duh, right?
*Cilliam Murphy returns as Scarecrow, but apparently in a cameo-like part. Where? rebuilt Arkham Asylum, or as Troy says the script describe it, "The House that Batman built".
Apparently, Carmine Falcone(Wilkinson) also has a cameo-that-could-get-axed part as well.
*Joker himself(recently casted with Heath Ledger) begins his tale at the beginning of the movie, as a hood fighting in the gang wars of Gotham City, until he is fatally wounded, then re-play ending scene of BEGINS and cue a title card, simply stating: "Some Time Later..."
*After a massive house-cleaning of Gotham City's bureaucracy after the disaster with Ra's Al Ghul, a new District Attorney has come into town, as described as an "Elliot Ness-esque" type, with the intention of filling in the city's bureaucratical seats with worthy, clean "go-getters". Of course, this is HARVEY DENT. (Guy Pearce dammit!)
*hard-boiled copper Jim Gordon(Oldman) rises through the police ranks.
*Crime still plays a massive role in the storyline.
*Alfred will have a "bigger" role.
This **** is vague folks, but its what I found so far. Anyway, more goods to come whenever they may come.

BOF, http://www.batman-on-film.com, reported about the Penguin ACTUALLY being in the sequel, but in that of a British gangster mold that wants to take on the city. Of course, in that treatment I told you all about the other day, there was NO mention of the Beaked Wonder in there. What gives?
I asked Troy after he told me the news of a certain actor that's rumored(and that's all) to play Penguin, well, is Penguin really in the sequel or what?
He shrugged, and went back to cleaning up guano from the Batcave. If he doesn't hassle his ass enough, he'll be replaced by an illegal alien. Mr. Wayne doesn't want lazy workers!

I'll give you what I remember from what he said:
The Joker's backstory is a little more complex than Troy describes: Apparently, the Joker is killed in a set-up by Falcone (he IS a gangster, supposedly although no name is given for him) and the hitmen sent to kill him dump his body in the chemicals to hide it. Of course, Mister J ain't dead and he's PISSED at Falcone and starts knocking off his men in more and more insane ways ala the Laughing Fish and Five Way Revenge.
There is no Salvatore Maroni nor Roman Sionis.
Now, here's where these two differ wildly - there IS a Penguin and he strikes a sort of deal with Joker (NOT a partnership, more like something akin to Ra's/Scarcrow. Mutually beneficial) to help eliminate the mobsters and get control of the city. I think Joker screws Penguin over big time but I might be thinking of something else.
Harvey Bullock is in it.
Remember the Bat-Cycle rumours from before? Well, this guy said Joker badly damages the Tumbler (and by that I mean, REALLY badly. He burns an enormous hole in it with acid) which may be why Bats needs alternative transport. Their second battle serves as the film's climax but no details given other than it involved the previous rumoured tennement (I THINK.)
I'm probably forgetting stuff - there's a lot more differences than I remember - but both mention details like the Scarecrow's cameo. Hmm.
Alfred's expanded role involves overseeing the reconstruction of Wayne Manor. It's finished at the end of the film. I think there maybe a metaphor in there.
Timeline wise, Troy came first as I seem to recall Q posting his info (which was more detailed) in Aug/Sep time.
The reason I decided to share this was because they are not exactly the same. Which is why I'm even going to entertain the idea this might be true.
Some stuff I missed off and/or didn't catch before - the Scarecrow cameo mentioned by Troy (both of them quoted the scriptment as saying it was the 'house that Batman built. Hmm) was explained by Q as being a Silence of the Lambs-like sequence where Gordon and Bats visited him for some insight into the Joker.
Q never mentioned the replay of the end of BB but both mention the Some Time Later title card. Nor did he mention the 'house cleaning' described by Troy.
