If you are a kid and you turn into a super hero, you will probably want bigger muscles - i totally accept that - but, it then needs to look organic and natural, rather than padding - if they were to cgi his neck and make his neck larger so it looks seamless, sure, but then it's a whole different thing.... they went for the rock's body, but the actor, needed bulk too.

I have a theory the muscle suit is modelled after the rock's body so they look similar in future movies if there is one
