The Dark Knight Should Neon thugs be in this movie?

for a silly movie like batman forever, i think the neon thugs worked fine. those guys would exist in that gotham city. i used to like batman returns a lot, i don't anymore. i actually think i like forever more than returns. forever knows it's ridiculous. it feels like returns thinks it's more arty or deep than it really is. but then B&R and was just plain awful. batman89, pretty cool. not great, but has a couple great moments. then begins, obviously, the ultimate batfilm to date.

I was kinda hoping that guy with the Samurai sword from the first Batman would reprise his role.
