there was a dream sequence where she dreamed she was speedy early on, but she wore a different costumre in ti. During the City Walls arc she helped out and wore a make-shift costume, but it wasn't until after she was diagnosed HIV postive that Ollie let her officially be speedy and got her the costume. IIRC, it premeired on the last page of Phil Hester's last issue

i never said it was influenced by the iron-spidey costume, just that it looks too similar. i don't like the golden armored boots or arm-bands.
