Doesn't matter anyway, if a writer wants any one of them to win they'll win.

I do want to agree but they always portrayed jean to be weak, for example: 1 psychic bolt and she lost balance or fainted.

Jean is supposed to be the 2nd most powerful telepath on the planet. It's always said but in the comics she never seems to do the things that Xavier and Frost does. I'd still give it to Emma Frost. She's very cunning.
