I don't think the message is a hoax. The side itself is, but not the message.
WB put out a batch of real sides and Miranda found them. WB knew we had them so they thought they'd pull out a little hoax/treat for April fools. The stuff about Joker in the Batcave is BS and most of us called that pretty quick, but Nolan is sneaky enough to add something extra. Because it's a hoax side they can code whatever message they please.
The letters lining up to spell an exact sentence is too improbable to be a coincidence.
Which is all very well, but the fake side is embarassingly badly written. I don't think WB would want to give even the mildest grounds for suspicion that the script was written by the boy on work experience.
