knowing frank miller, probably hit her a couple time probably has an inner monlogue of joker using the word dams and how he needs a smoke" then maybe a couple pages of catwoman naked and batman giving robin a cigarette to put some hair on his chest.

I think Gordon knew Bats was there. That's why he talking out loud, and he dropped the thing to Bats. Gordon just doesn't wanna seem like he's allied with Batman. The way all the other cops in this series are, I don't think they could meet on top of Police HQ or anything.
