Wright could be Hugo Strange
Reeves would be foolish to leave Strange out of this trilogy. There are very few villains left that:
1. haven’t been done before
2. are big enough to be the primary villain

Other villains that fit this criteria are: Hush, Court of Owls, and Simon Hurt
 
Jeffrey Wright's pretty much my top choice for Gordon rn, but he'd be an awesome strange too

Jonah Hill is too young for Bullock IMO.

Definitely a valid complaint. He was just more of a top-of-the-hat type pick on my part, since I can't really think of other picks that'd work well.

Bullock can work as an old and tired detective. Not really a problem.
 
Goodman would’ve been perfect but I do think he’s too old for it now

Gordon, Selina, and Dent could all be persons of color. Wouldn't bother me one bit.

Gordon, Selina, Dent, Riddler, Freeze, Strange, Hush, Man Bat, Clayface, Croc, could all be persons of color. But there are a few characters I think should remain their race in the comics.

In addition to Bullock, I prefer a white man for Penguin. That sense of entitlement feels more in line with old money in white families.

Also, I think it could be done, but it could end up being a PR nightmare if they get a black man as Bruce Wayne’s servant Alfred. I know their relationship is more father/son but I can see twitter having a field day.
 
I thought about a black actor for Alfred, but yeah, I think some people would take it the wrong way.
 
I think any of these actors would be able to convincingly play either Gordon, or alternately Rupert Thorne (although that might be seen as a retread of Carmine Falcone from Nolan's Bat trilogy):
