The scene with Loki in a big museum like building is a German court house. He comes out and gives a massive speech about subjugating humanity ('You were made to be ruled') and tells the crowd to kneel. An old German man says he'll never kneel to anyone again and Loki attempts to vaporise him with his staff when Cap uses his sheild to deflect the beam. Cap replies 'Men who want to rule the world end up getting just 6 feet of it'. Loki then whoops Cap's ass but Iron Man shows up just in time to capture him and take him back to the SHIELD hellicarrier...which is just what he wants
