*Sigh* Right from the start we said that having Sue be adopted was crap because bad writers can't help themselves and have to waste time in the film explaining things. Well with this 'Kosovo' thing I would say that not only will the adoption thing not be a minor thing that is brushed over I would say that it will probably be a major character arc for Sue.
With this new information Sue is not only adopted she is from Kosovo, and with an upper age limit of maybe 20 by the end of the film could have been born as early as 1995. So we could be looking at her being born about 1995 in Kosovo, in otherwords smack in the middle of the rather violent break up of Yugoslavia (around 1990-2000). Lets face it thats not something they have done by accident, they want Sue to have been born in the middle of a war. The Kosovo War for example was 1998-1999, thousands were killed. We know that Franklin found her very young, I'm going to guess they are going to go with the cliche that he found her amoung the ruins of her families home. I'd even go as far as to say that he was friends with Sue's parents and he was on his way to get them to safety but he just didn't manage to get there in time.
So what will that mean for Sue, well my theory is that they all in some way want the powers that they get, Ben wants to be big, tough and strong, Reed wants to have been able to reach and save Victor, etc. Well for Sue her childhood experiences have left her scarred, I'm going to guess that her last memories of her parents are them telling her to "hide" before the soldiers came and killed them, and its left a lasting effect. Deep down she has a natural instinct to want to hide (and yes I know these ideas are all really hack writing).
Now certainly its possible that Sue's family could have originally been from Kosovo and then moved to the US to escape the fighting only to be killed in a car crash, but then if they were really going to do that the whole Kosovo bit would be completely unnecessary to the story.
Also IMDB mentions casting for Chechen rebel, Ukrainian rebel, etc so they are going to be used in warzones, I think we might see Sue having a flashback during one of those after seeing a little kid amoung the rubble.
So yeah I don't think Sue's adoption will be a little thing that gets brushed over, its going to be a massive thing that they linger on through the whole film. First 'Bullied Ben' now 'War orphan Sue'.
