Scarecrow shouldnt even be in any more films. I wouldnt miss him. His story is over and time to move on imo. In order to not stress the ideas in the films you really want to use them sparingly. Or else it becomes a one trick pony.

i think it would be awesome to see Joker kill Scarecrow while he's in Arkham. maybe while in the cafeteria. shank him in line while the guard is serving mashed potatos. OZ style.

What about they co-exist without ever teaming up? Isn't that an option? I mean....if the Joker's gonna be a dick about it, I'm sure the other freaks would do the same to him.

I could see that working.
Scarecrow is up to no good, we could even have him avoiding Batman, ducking and running but still spreading his gas in places and robbing banks blind. But then he trys to rob a bank that The Joker is about to rob. Scarecrows in the bank, taking the cash, and the Joker walks in. Scarecrow sprays the gas, and the Joker pretends to be all wierded out, then just laughs out loud.
Then he could say something like:
"I can blow smoke too toots!" and use his acid flower (yeah I know I'm ripping from MOTP, but that movie kicks ass and it would be nice to see some lines from it.)
Scarecrow has to run, and later gets caught by Batman, but Bats finds him hiding in a corner, scared witless of somebody HE can't scare.
I'd love to see Crane whimpering in a corner muttering to himself, "It doesn't work on him...He's mad..."
