I really want to. I kind of want to draw WWI Union Jack and WWII Ultimate Cap fighting Germans of various time periods together, too.
To put more Nazi eyes on him, since he can handle twenty guys shooting machine guns at him, instead of on the normal soldiers, who can't.What I meant was for someone like Union Jack (add pouches and pockets, like Ultimate Cap) But for any character it is possible to take away their superness by making them too Ultimate. Captain America I can see being brightly colored (red, white, blue) because he is a poster boy for the government. Or used to be, and now he is a symbol of hope.
But for someone like the Whizzer, why would he wear a bright yellow costume to fight Nazis in WWII?
Because he's still a representative of his government, which makes his wearing his namesake no different from Cap wearing the American flag's colors. The majority of UJ's costume has still always been black or dark blue anyway, so it still works as well as most spy costumes I've seen in other comics and video games and stuff.Or why would a covert agent like Union Jack wear bright colors like white and red?
Because he's a geek who grew up reading about and admiring Captain America.Or why would Spider-Man wear red and blue instead of a totally black costume, and then you take away their superhero looks.

I could be wrong since I don't know everything about the Whizzer.

Here are my version of Ultimate Whizzer, the original WWII version
and the modern 2007 version. Right now they are roughs.
Ultimate Whizzer (WWII)

Ultimate Whizzer, I figure, was connected to the super soldier program during WWII. After the government effectivly created Captain America they tried to make more super soldiers. Robert Frank was a test subject, only his serum didn't work the same. The serum made Mr. Frank super fast. During the war Frank, code named the Whizzer, helped out on the front lines and back at home with regular crimes.
Whizzer's uniform was a costumized US Military uniform, it has been made to be very form fitting by using bottuns.
His helmet is a fighter pilot's head gear, goggles, and ear phones. The ear phones cut down on the sound of wind as Whizzer moves fast, and it allows him to his orders and what not over the radio.

In 2007 Pietro Maximoff, AKA the Quicksilver, discovers that during WWII his father (Magneto)
or his mother maybe was saved by a super soldier known as "The Whizzer."
So Quicksilver dons a new costume and calls himself "The Whizzer", trying to honor the man who
saved his family from a Concentration Camp.
So Quicksilver is the new Whizzer.

yeah, I thought the Mongus thing wouldn't work in the ultimate world. Plus almost everything in Ultimate Marvel leads back to Captain America and the super soldier project. And I got to thinking, SHIELD worked hard to recreate the super soldier serum while Cap was missing. But what about the time period where he was still around fighting for America during WWII?
