Could someone explain a few things to me please about PSN/PS+?
1 - If I create and sign up to an account on my PS3 can I use the same account on a PS VITA?
2 - If I can use the account on both devices can I download games simultaneously on both devices?
3 - Once I download a game on either device does it stay on the device's storage permanently or is it only playable through PSN / whilst I have an active PSN account?

1 - Yes you can use the same account. Your account goes across PS3/PS Vita/PS4
2 - I don't have a Vita(yet) myself but I imagine you should be able to. I can do it with the PS3 and PS4 at the same time so...yeah it should be possible.
3 - Its on your storage permanently for you to play once downloaded unless you delete it. Any game you purchased will never expire and don't need to be signed in to play (unless its a multiplayer game or something). As long as youre playing on the console you downloaded it to you can play indefinitely with the exception of Plus games which renew at the same time your Plus subscription does and expires if your Plus subscription does.

For PS4, PS+ is required for online mutiplayer(not required for PS3 and Vita). PS+ is basically a Premium PSN membership, its really added benefits to using PSN. You get free games monthly for PS3, PSVita, PS4, and sometimes PS Classics and PSP games. You also get a decent amount of game data to upload to the cloud and other benefits like automatic updates. The best benefit is the free games, I think its worth it. My backlog is huge because of the Plus service and it feels great as I always have something to play not to mention the about 30 games I will have to play when I get a Vita.
Its a paid service, but you don't need it to play PS3 and Vita games online.
See thats what im wanting to get....do those free games download to your storage or do they erase if your PS+ account expires? Do you get free games with PSN? How much are both?
So PSN is free and gets you free games? Or is Plus an extension of PSN which gets you the free games?
Ah so on PSN thats where you can play online and download paid for games? And PS+ gets you discount on paid games and free games but you have to be a PS+ member to play the free games? Is that right?
