Ok, after seeing the Cape and the Coon episodes of South Park, I felt the need to say that I love the Bale Batvoice more than ever and I want it to be in TDKR just the way it was.
That's how I felt too.

And besided, it's mentioned thrice in the Knightfall saga that the Batvoice is hoarse, grating and grovelling.
Of course not every interrogation needs to be about shouting. There is a scene in the Superman/Batman animated movie where Batman catches a Russian thug and it goes like this:
- Tell me everything.
In russian:
- You dont understand what i m saying and even if you did i wouldnt speak"
Batman speaks russian and calmly but threateningly says:
- I do and you will.
Batman's shadow is cast on the thug and the classic BTAS music "DA-DA-DAAA" is heard.
Its not just awesome because batman is scary, but because he's like "oh you speak russian. I am Batman so i know every language in the world."

Yeah sometimes its not that great. But with Flass.... Man did i have a nerdgasm. Just watch this and tell me if you dont feel like Batman is about to poke his eyes out and eat them.I'm about 50/50 on the Bale voice, but what I do actually love about it is that it does sound forced. That's usually an insult, but not here. I like that its not some magical transformation; Bale often reminds you that what you're watching is just a man putting on a voice, reminds you of the man inside the monster.
Good example of this is "Someone knows where he is!" in the clip you provided. It's like his voice is cracking. As much as he tries to put on this monstrous front, he's so frustrated and tired.

Funny, that's precisely what I hated about his turn in TDK. Bale's approach under the mask is purely "Batman-mode", so the more genuine and human moments don't have any poignancy on me because there's always that barricade. Like when he says sorry to an unconscious Harvey in the hospital, or when he goes insane on Joker in the interrogation room. His level of tone and delivery with Flass and Falcone was pretty ideal for this type of approach.
