That doesn't explain why you think that Woodbine is Shocker and Green is Tinkerer when Woodbine is older and Green resembles Shocker but neither actor resembles Tinkerer.
Because of the example you cited before; Fargo. Shocker is very much a "professional criminal" and doesn't let personal vendettas or anything get in the way of his job(which on a number of occasions has actually beaten Spidey). And the way he acted in Fargo, could easily translate to this character.

Notice how he confirmed Revolori as Flash, Laura as Liz in the same article? He also confirmed Jacob as Ned Leeds and Angourie Rice being in the movie and he was the first one to report Shocker is even in the movie which was confirmed at the toy panel.

Woodbine is the Shocker & Tinkerer has probably already been cast with a younger actor.
Other than Ultimate Shocker and Superior Foes of Spider-Man, Shocker isn't really a joke villain.
Shocker is perfect for an early action sequence as this is a Spidey already on the job.

Eh, Shocker has another perfectly valid role: the professional whose just in it for the money. He's not a violent psycho, he doesn't care about revenge, he doesn't have a giant ego. . . he just wants to roll into the bank, blast open the vault, and run off with a few million dollars. Spider-man shows up, and he wants to fight him only as a means to escape with his loot. At the same time, though, he's the proverbial "decent" robber: he's not going to kill bystanders or cops, and he's not going to kill Spider-man either, because he's a thief, not a murderer.
Basically, he's designed to be a minor recurring foil, who doesn't supply huge drama, but also don't induce fridge logic about how Spider-man is having fun duels with a mass murderer.
Well except there was a story in the comics where Shocker does try to commit mass murder, with Shocker agreeing to kill all the members of a jury who were about to convict a psycho mob boss. Really Shocker in the comics is not very well or consistently written villain.
I also think bank robbers are less relevant in an age where bank robbery is being replaced by cyber crime as the method of gaining easy money through theft, hacking the bank's database is far easier then physically robbing the place. Bank robbery is actually in decline.
I think Shocker would work better as Vulture's main henchman, mainly because a final battle between Spidey and Vulture and Shocker is far more exciting then just a final battle between Spidey and Vulture. I think Vulture and Shocker should act like a wolf pack, alone not too dangerous to Spidey, but together are a real threat.
