Although I don't think he's all that "crappy" in his current incarnation(although I'm not a fan of the character myself), that was indeed the original idea behind the character, to give the comics main demographic (young boys) someone to identify with, and consequently he was a very shallow character back then. He's a little more fleshed out these days, but I still wouldn't want him in a Batman movie. Batman actually makes more sense to me as a loner considering his damaged psychological background.

personally,I feel they did the character as good as possible in Batman Forever,combining all 3 (at the time) current continuity Robin's into 1 character:
1) He had Dick Grayson's name and origin
2) he had Jason Todd's rebellious streak and attitude
3) he had Tim Drake's breaking into the Batcave and costume
