those lower on the card in the womens division would have to step their game up, but I dont know if the talent down there is even capable of it
According to Wrestlingdata WWE did some tours in South America in '08-'12 including Chile, Brazil, Ecuador.

I think they would have to sign somebody with MMA experience. One name that comes to mind is Shayna Baszler as she's been doing a lot of Indie wrestling since her UFC departure last year.
Rousey to WWE won't happen. If she loses her next UFC fight and retires from MMA, she's leaving for Hollywood. No way does she do WWE, despite the fact that she's a big WWE fan. Even if she does want to give the WWE a try, it may be as a "special attraction" and IMO, it would be a detriment to the Women's Division.
Baszler would be a better addition than Rousey because her arrival would make the division better as she gets more Indie experience. Rousey would add the name value and that's it.
I've become rather disenchanted with Velvet over time. She can't handle criticism on social media even if it's not hateful. I've heard stories of her blocking people for simply mentioning problems with her character and matches. One YouTuber said he was blocked for pointing out that tweeting WWE about wanting a job was unprofessional because she was still getting paid by TNA.
She adds no value to the WWE whatsoever.
The only role for her that makes any sense is the new Duchess of Dudleyville. I like managers and valets but I think WWE doesn't like using them that much.

Watching her stuff in developmental, Summer isn't terrible in the ring.
Hmm....I wonder if the new Anti-LGBT law in North Carolina affects future WWE events there. The arenas in Charlotte and Raleigh have already lost concerts.
Summer is great at little character flourishes during matches and is pretty aggressive. It's a shame people write her off because they haven't seen her work in the BFF's in NXT.
