I like Ryback, but with the belt on him, (and Cena and Rollins brawling over the US) the Intercontinental title feels like it's the third place belt. I think Owens could elevate it back to its traditional #2 status.

That depends on other variables than just Owens being a good talent. WWE has to consistently feature Owens or any other champion in a way so his/her title defenses matter and aren't filler.
