I thought those make-up jobs and props were terrible. Is there ANYTHING deep about these villains in these big ass movies? No there isn't usually.
Quality-wise, yes, they were... but they showed potential. In short, while they were ugly they were not fundamentally ugly. At least, in my observation. In order to be convincing, they would simply need to be done better, not completely redesigned. Thus, the concept works, thus, proof of concept. Who cares if they're ugly? We're going to redo them anyway.
As for anything deep... well, deep is subjective. Good movie villains have motivation if not layers of empathy, and that's one thing that Mumm-Ra lacks that even other cartoon villains have.
Of course, a writer fan or not, could create one, but his lack of motivation and distinctiveness is, in my opinion, a big part of the reason why we haven't seen Thundercats capitalized on since it's original broadcast, aside from the comic book series. It takes some serious work to inject motivation and storyline into an established character that has little.
Not so much for say, Megatron.
