The Dark Knight Rises Top 2 stories for Penguin and Riddler?

I am writing the next batman film with Goyer and I need to know what is considered to be the "best" Penguin and Riddler comic stories? Maybe the top 2-3 for each. Opinions welcome...

I don't know much about Penguin but here are two Riddler storylines that I know of.

The Riddler

Batman: Hush
Batman: The Long Halloween

Hush and The Long Halloween are hardly Riddler stories, since he is not the focus in them.

Anyone who has paid attention knows this is bunk. They have already had on video (think it's the BB BluRay extras) that the guys have DC at their full disposal for things such as this.

The fans may have some ideas that can be used, they can also have some very tragic ones too.
