Unnecessary Announcement

So, now there's an announcement titled, "Sex Act Manips" to tell people that this kind of behavior won't be allowed. I'm sorry, I know the forums are a constant "work in progress," but this just looks extremely tacky and downright juvenile, sitting at the top of the page. I hope that someone removes it, and just bans or suspends offenders as needed. Thanks in advance.
