It's already happened. Punisher blasted Eddie with sonics, then Venom came back and they pretty much called it a draw. Venom actually thought Frank was a cool guy and wanted to hang out some more after that, but Frank claimed he had laundry to do at home.

venom,he has a healing factor of sorts,spider sense,super strength much more agile,stronger webbing then spidey,he can get around alot easier and didnt punisher have trouble with spider man??

The webbing's always been stronger, it's one of the first things spidey comments on when he gets the suit. But spider sense? Venom does not have a spider sense, that's unique to Spiderman.

Lets compare Punisher with a list of Venom hosts...

Peter Parker: Nerdy Photographer and Teacher, never killed anyone other than the car jacker, at odd with Punisher.
Punisher: Badass ex-Marine, killed 2000+ guys, safed Spiderman.

Eddie Brock: Loser photographer
Punisher: Decorated US Marine, full time vigiliante, killed 2000+ people.

Angelo Fortunato: Ditched by the symbiote himself.
Punisher: Killed Angelo Fortunato's father.

Scorpio: Repeatedly captured by Spiderman.
Punisher: Killed three Spiderman villans in one comic issue. (Stiltman, Jester, Jack O' Lantern)

Here's where things get hairy. See if we go back to the original Venom, Eddie Brock did what Peter Parker wasn't willing to do: PERMANENTLY bond with the symbiote. That, there unbreakable bond, and their duel hatred for spiderman were what made Venom so powerful and dangerous. The symbiote could not just switch hosts as it chose now. One writer retconned it, and now the character is screwed. So yes, technically, punisher could prove himself a better host, but at the same time it would kill both characters (not that venom can get any worse right now).

I'd also like to point out that Eddie is not "loser photographer", by the way, he's a reporter and he was duped into thinking something that wasn't true that ended his career, and his marriage. Bad twist of luck. At the time as well, he was a near olympic level body builder, which is one reason Venom was so powerful at the beginning of his march (the symbiote works like a multiplier, so since eddie's muscle mass was so much greater then spidey's he was stronger then webhead).
