A balance really.

Black Mask has never been a personal threat to Batman. He is the threat to Gotham. The mob has been a key part of BB and TDK so adding the mob leader of it all puts a great end to the endless action to end the mob.

Hush is the personal threat to Batman. For those who don't know who Hush is, you could say he is the villainized Batman, sharing almost the same aspects to his former buddy. Hush would be willing to do anything to make Batman's life miserable or kill Batman for that matter.

In the end, its a great combination because it foreshadows that not only will Batman have threats to remove in Gotham, but he will also have to face his personal threats as well.

Me, i could see Hush going after Bruce or even Roman, hell maybe both, for "past wrongs" from Elliot's view. while Roman Sionis is trying to gather whats left of the mob into one large gang, or organization, Batman would actually have to not only work at preventing Mask from getting power, and also keeping him fro being killed by Hush as he tracks him down.

I think having Black Mask AND Hush in the same movie is a bit redundant, as they started out as very similar characters. Both are old friends of Bruce Wayne who long harboured a secret hatred and resentment of Bruce, who grew up to become masked villains.

Firefly is a pyromaniac. Hush unleashes him in Gotham like he usually does with Batman villains. Hush will obviously be the main villain, although i struggle to think how he can top a flying battle (jetpack vs glider between skyscrapers) that Firefly can provide.

Catwoman acts as a Robin Hood of sorts, getting the people with her while batman doesnt even though he's the hero in all of this. So she kinda plays in the whole redemption thing and gives Bruce food for though. For example he could realize that the poor need money more than they need crooks getting beat up so he does some charity work which he havent seen him do till now. Selina is also a distraction as Hush tries to get to Batman by hurting her.


Other villains could have cameos like villains mentioned or seen in Arkham, Dr Quinzel working in Arkham, the Penguin running the Iceberg Lounge (lets say he hasnt been exposed as a villain yet) where Bruce takes Selina for Dinner, etc.

I'd say that Hugo Strange should be the main villain. He can fill the role of Batman's nemesis, and the climactic threat of the film. This is who I see Tom Hardy playing.

The featured "villain", however, should probably be Catwoman. She is the only character I can think of who could generate the same excitement amongst the mainstream that The Joker did for The Dark Knight. But I'd say that while she'd likely be an antagonist for Batman (initially, at least), she'd be more a foil/love interest than an outright villain.

I'd say that on top of these two, we'd also need a third villain, a gangster-type to serve as the ostensive menace that Batman has to deal with in the film's opening acts until the true threat emerges - like with Falcone in Batman Begins or Maroni/Lau in The Dark Knight. It could be cool for Black Mask to fill this role here, though Rupert Thorne could also work.

A villailn that I would absolutely love to see Nolan tackle - beyond ones he's ruled out (such as the Penguin and Riddler) is the Phantasm; seeing Andrea Beaumont get a live-action treatment would be all kinds of awesome, and her motivations would fit the storyline that Nolan's set up perfectly; she could also be used in much the same fashion as, say, Catwoman, as both an adversary for Batman and foil for Bruce, and a catalyst for his eventual redemption as Batman. You could also pair her with another villain in order to follow Nolan's pattern of utilizing multipe bad guys.
