They actually filmed that dude, I just saw a pic of it. That scene in the film is a reshoot.

Personally I think it would have been best to have a scene with Sandman with his family, we get the sense that Eddie is watching him from afar. Flint walks into the alley and they keep that confrontation scene.
No, expections weren't too high. After the critical and commercial success of the first two, an even bigger budget, new and more ambitious story elements, and a terrific cast, many of us had every right to expect this to be the second coming. Sadly, it didn't quite deliver.

You have essentially proven that expectations were set way too high for this movie to, realistically, ever deliver on. Were people right to anticipate this movie? Of course. Like you said, the first two were great and there was a lot going into this one. But once you start hyping it (or any film for that matter) as "the second coming," disappointment becomes inevitable.
