OK...yes, he's a carbon copy of Sandman except for the fact that he is made of water, not sand; but everybody seems to want Carnage for 4, and he's a carbon copy of Venom.
So why not Hydro-Man? I loved his portrayal in the 90's cartoon as MJ's old obsessed boyfriend. Bench is an incredibly sadistic, obsessive person and I think coupled with the Lizard it could make for a story of obsession--another lesson for Peter yet again to learn. Connors is obsessed with his regeneration while Bench is obsessed with MJ. In the meantime, you could have a wicked sewer battle with Hydro-Man using the sewer water as his source of power, and it's the Lizard's natural prowling grounds anyway.
And obviously, as with Spidey 3, Bench (like Brock) would be eliminated in light of his inability to realize his obsession (or in Brock's case revenge) and let it go, while Connors--as a tragic villian--is saved and reverted back. It could also give us a chance to finally see that SMART, scientific Parker the first three films only ever gave us brief glimpses of.
Then again, now that I think about it, maybe Hydro-Man would have been better for Spidey 3.
And realistically, even though he probably won't be used--although wow, how visually awesome would he be to watch?--you can still pick actors you think could portray him.
