So I know there are other threads on what the 3rd one should be about but they mostly focus on additional villains/the villains assuming two-face is dead, not this exactly
anyways, I was thinking that for the 3rd one, Nolan should do what he did in BB (Henri Ducard/Ra's al ghul being the same person) and to a lesser extent in TDK.... use a name or idea almost as a cover as something else
so my idea is to have some random killings of cops by a guy who wears a blask mask and is secretive about it; they even call him the black mask because they have no idea who he is. When he makes his decision whether to kill or not, the camera turns away or he turns away from the victim to make his choice
then have Batman smash the mask halfway through the movie and reveal that it is actually two-face. When Batman says (the dialogue will be better, but this is just a general idea) that he thought that Harvey died, two-face can respond that Harvey is dead and he is two-face, not Harvey... and/or he can respond something like "What? Do you honestly think Jim Gordon is the only one who knows how to fake his death?"
You could have Batman defeat two-face and the fact that the killings were made by two-face instead of Batman could come to light and show the redemption theme....
I don't really care much about who the second villain might be but think that the guy who worked at Wayne Enterprises and found out that Bruce was Batman could become the Riddler and his point in the movie would be to leave riddles for Batman to find Black Mask/Two-Face, leave riddles for him to find out Batman is Bruce Wayne, and serve as a larger menace threatening to expose to Gotham that Bruce is Batman.
But if it is too weird having Two-face and riddler in a 3rd batman film again or some other reason, I don't really care much about who the secondary character might be except to say that I think Poison Ivy could work well as an attractive terrorist who kills mobsters with her biological toxins.
