What specific scene/act by a villain would you consider the most evil?

I would say there is a significant distinction between acts that are most dangerous and/or a threat and acts that are most evil. Often they cross over but not always.

The Red Skull turning on Hitler was pretty dastardly. He basically busted a Starscream, LOL.

Deacon Frost for what was already mentioned, never realised he was such a badass

And Norman Osborn, or the Green Goblin that was possessing him, even after death he was able to cause damage
