I came up with it while thinking about how Jay's cells were degenerating.

Why would he be Eddie? And how will that play out in any way in the context of the current storyline? Eddie was a throwaway character who's only importance to the plot was to die so that RF will never exist in the future and bring some unnecessary drama along the way.

I say it's Earth-2 Eddie.
Here's my logic, and I'm afraid the writers weren't thinking this far ahead but oh well.
There has to be a reason that the singularity opened breaches between THESE TWO specific earths. We know there are at least 3 (Earth-1, Earth-2, Supergirl Earth), and logically we can infer that there are somewhere between 52 and infinity. Yet the singularity opened breaches between two specific earths, and there has to be a reason.
My theory? The timeline needed AN Eddie Thawne to send to Earth-1 to sire his offspring and eventually create Eobard Thawne to solve the time paradox. It also needed to maintain the timeline of whatever Earth THAT Eddie Thawne was from, i.e, it needed an Eddie Thawne who had already had the children that would eventually lead to that universe's Eobard. On Earth-2, Iris is married to Barry, so she doesn't exist to distract that Eddie from the woman who eventually has children. He meets her and marries her earlier in Earth-2, and by the time the singularity opens the breaches, he has already sired Eobard's ancestor. So from the perspective of the timeline, he was expendable. It opened a hole between Earth-1 and Earth-2 with the expectation that eventually, that Eddie would end up on the right Earth to eventually lead to to Eobard.
Somehow, Zoom learns of Eddie's importance. He therefore kidnaps Eddie as insurance. If he can't beat Barry to steal his speed, he can say "I have the key to fixing the entire timeline, if I kill him, there's another singularity, and you don't have a Firestorm to close it this time."
Also relevant: Earth-1 Eddie is a police officer. It's therefore not a stretch to assume Earth-2 Eddie has a similar personality and pursued a similar career. In this case: military. That's how he knew the code to tap in his cell. No other Flash character seems like a logical fit to know military code except for possibly one of the geniuses just out of their own curiosity, but we've seen Wells/Cisco/Caitlyn/Barry/Ronnie so they're all eliminated.
And of course, just a random tidbit, it's possible that Zoom somehow learned of Eobard Thawne's identity as the Reverse Flash, and therefore might have found it prudent to check out someone from his bloodline to see if there were any traces of the speed force in his system he could use to cure himself. I don't think it's a sure thing or necessary for this theory, but hey, doesn't hurt.
And why is he wearing the Iron Mask? Because he always expected to kidnap Barry (why else would he have the third cell?), and when that happened he didn't want Barry to have a familiar face to plan an escape with.
I don't know that all of these details will pan out, but that is my overall theory. I think the man in the Iron Mask is Eddie-2.
That theory, while certainly interesting, doesn't quite pan out, I'm afraid. If Eobard Thawne is not a relative of Earth-1 Eddie, then the latter's killing of himself wouldn't have erased him from existence.
