Pretty sure they talk about the pants in the extras on the dvd, they discuss this very issue on one of the featurettes. Havent watched the extras in a couple years though, so i'm not sure which one specifically. I think it was just Marvel being lazy with its artists. Allowing them to do larger and more massive versions of Hulk.
