When Cisco and Stein were looking for the location of the breach, why didn't they just ask Jay, since the place in Central City where he found himself after travelling through the portal in Earth-2 to Earth-1 would be the location of the breach, right? Similarly, Jay could've told Team Flash without being asked

Just a guess, but maybe they all thought the breaches happened in random places.

Didn't Jay come in through the initial singularity though? Not the resultant collateral breaches. I remember him being sucked in through the singularity.
