Why didn't The Goblin formula make Harry go insane in Spider-Man 3

When his father took it it gave him a second persona but Harry stayed Normal it only gave him strength he never had a second personality?
 
Well they said in SM-1 that they tested it and only one of them had an insanity side effect, but because of that they had to take the whole line back to formula.

Well, he started hearing voices and went through some crazy phases, though he did start hearing voices and seeing his father before taking the serum, unless he had already been in contact with the serum, even if accidentaly.

The novelisation (and probably some deleted scenes) showed that Harry's mind was starting to deterioate, though not as extremely as Norman.
 
Because apparently, Harry is special.
