Not in the modern era. Many of the places ransacked by the European powers have reasserted themselves. But at the end of the day, you're quite right. The West, as a whole, is responsible for all of this, and even if the U.S. disarmed and isolated tomorrow, someone else would step up. What's required is a completely paradigm shift, away from unfettered capitalism and competition.
