The reason Frank dislikes superheroes isn't that he sees them as getting in the way, it's that he sees them as unwilling to do what is necessary. Frank's mission is to rid the world of the people he takes on; supers just web them up and leave them or put them in the power of other supers, or worse, leave their fates in the hands of the public.
At heart, I don't think Frank trusts anyone to do what's right for them, so it's not just supers he dislikes, it's everyone. It's like he's stuck in the state of misogynistic husband and overprotective father for all time. He looks at heroes the same way as he looks at us. We're his kids, and he has to protect us.
Daredevil on the other hand has proven up to the task of fighting Frank on multiple occasions, and at the same time he knows what it's like to kill. Daredevil puts people away, and what I think is more inspiring is that he keeps his own house clean.
Gotta become the kingpin to keep people safe? So be it. DD will go to extreme measures, just like Frank.
In the end, Frank respects DD because he sees him as closer to an equal than almost anyone else in the MU.
