Why Does Wolverine get a pass but the Punisher Doesn't?

This John Byrne Superman story sounds interesting, gotta look it up. Just curious though, how was it retconned?

I think it was officially considered out of continuity post-IC, but before that they did a lot of changes and add-ons in various ways

It's sort of unofficially retconned in that Byrne's Man of Steel primarily took Superboy and the Legion out of Superman's history and lowered his power level to what was then considered a more manageable level, and now the Legion (and likely Superboy) are back in Superman's history and his powers have been fluctuating between obscenely high and moderately high for years now.
