Where did the "slaughter is the best medicine" line come from?

It's from the filming. Someone caught spy pics of a semi that the Joker rides in. The semi has the words laughter is the best medicine written on it but the Joker has added an S to the beginning of Laughter. Pics in the Pics of Joker thread if you want to check it out.
